Is big government, by definition, ungodly government?

The Federal government is growing exponentially...welfare, medicare, medicaid, social security, education, earmarks, family planning, research, banking, automobiles, bailouts and even car warranties!  What was God's design for government?  Isn't it good that our government is trying to help people?  Is there any other way to control a largely immoral people?  Has our federal government replaced God in American culture?
